Relating to administration of federal grants for security purposes.

Abstract

Directs Office of Emergency Management, in administering grants issued by federal State Homeland Security Grant Program, to eliminate restrictions on use of grant moneys and to distribute moneys to applicants using formula grant instead of competitive process. Provides that office is not required to administer program in manner that may jeopardize state eligibility for federal grant moneys.
